Dr Silvia Casale CMG – Panel Member
Silvia Casale is a criminologist specialising in human rights and deprivation of liberty.
She has served on two international treaty bodies: the CPT (the Council of Europe’s Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment) from 1997 to 2009, and was its President from 2000 to 2007, and the analogous treaty body of the United Nations, the SPT, serving as its first Chairperson from 2007 to 2009.
After retiring from the treaty bodies in 2009, she worked as independent adviser to the Council of Europe on detention monitoring and national preventive mechanisms.
In May 2013 she completed an independent review of the Independent Police Complaints Commission’s (IPCC) investigation into the death in custody of Sean Rigg.
She served as a Northern Ireland Sentence Review Commissioner from 1998 until July 2012 and has been a member of the International Contact Group (supporting the peace initiative in the Basque Country) since 2011.
